PART ONE
Purpose, Scope, Basis and Definitions Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the purposes, fields of activity, management bodies and duties of the management bodies of the Muğla Sıtkı Koçman University Lifelong Learning Application and Research Center established under the Rectorate of Muğla Sıtkı Koçman University. ARTICLE 2 – (1) This Regulation covers the provisions regarding the purposes, fields of activity, management bodies and duties of the management bodies of the Muğla Sıtkı Koçman University Lifelong Learning Application and Research Center.
Basis
ARTICLE 3 – (1) This Regulation has been prepared based on subparagraph (2) of paragraph (d) of Article 7 of the Higher Education Law No. 2547 dated 4/11/1981 and Article 14.
Definitions

PART TWO
Purpose, Duties and Fields of Activity of the Center Purpose of the Center
ARTICLE 5 – (1) To provide professional, technical, socio-cultural and personal development training to individuals, institutions and organizations in the region where the university is located through continuous education programs and thus to increase productivity and efficiency.
(2) To organize courses, seminars, conferences and similar studies for national and international institutions and organizations and real and legal persons, to plan education programs, to project education demands and provide consultancy services, to ensure that education is provided to wider segments through visual, auditory, direct and/or distance education models, to issue documents and certificates, to make publications, to plan, implement and evaluate these activities. ARTICLE 6 – (1) The Center's duties and fields of activity are as follows: a) To organize personal capacity-enhancing training programs such as skill acquisition, vocational training, expertise in vocational or interdisciplinary fields, career development at national and international levels, to create training materials related to training-certification programs, to have publications prepared, to create document and certificate programs, b) To organize or contribute to the organization of seminars, conferences and symposiums within and outside the University to promote continuing education activities, to make, have made and distribute posters, brochures and similar publications for promotional activities, c) To encourage academics and students to focus on issues related to continuing education, to conduct scientific studies and to provide the necessary support for these studies, ç) To conduct studies to establish and develop the infrastructure of continuing education at the University, d) To cooperate with relevant institutions and organizations at home and abroad and to exchange information, e) To carry out all programs within the scope of continuing education planned to be organized within the University within the framework of the relevant legislation, f) To carry out other activities decided by the Board of Directors within the scope of continuing education.
PART THREE
The Center's Management Bodies and Their Duties The Center's management bodies
ARTICLE 7 – (1) The Center's management bodies are as follows: a) Director. b) Board of Directors. c) Advisory Board. Director
ARTICLE 8 – (1) The Director is assigned by the Rector from among the University faculty members for a period of three years to carry out duties related to the Center's fields of activity. The Director whose term has expired may be reassigned.
(2) The Director proposes to the Rector two faculty members from among the University faculty members to be assigned as Assistant Directors for a period of three years in order to assist him in his work. When the Director's term ends, the term of his assistants also ends.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows: a) Establishing all kinds of communication and coordination required for the regular implementation and development of projects, courses and other activities carried out within the Center, b) Calling the Board of Directors to meetings, preparing the agenda of these meetings and chairing the meetings, c) Implementing the decisions of the Board of Directors, ç) Preparing the annual activity report of the Center and the annual work program for the following year and submitting it to the Rectorate after receiving the opinion of the Board of Directors, d) Carrying out the administrative duties of the Center, establishing committees, submitting its opinion to the Rectorate for the recruitment of the necessary administrative staff (full-time and part-time), e) Assigning unit coordinators to carry out the activities of the Center in the University units in the districts,f) To assign educational program coordinators to organize the education and certification programs to be given at the University.
Board of Directors
ARTICLE 10 – (1) The Board of Directors consists of a total of seven members, including the Vice-Directors under the chairmanship of the Director and four faculty members appointed by the Rector from among the University faculty members for a period of three years upon the recommendation of the Director. A member whose term has expired may be reassigned. A new member is assigned in the same manner in place of a member who leaves office for any reason.
(2) The Board of Directors determines the principles regarding the activities of the Center. The Board of Directors meets at least twice a year in ordinary meetings and, when necessary, in extraordinary meetings upon the call of the Director. The Board of Directors meets by simple majority and decisions are taken by majority vote. Duties of the Board of Directors
ARTICLE 11 – (1) The duties of the Board of Directors are as follows: a) To make decisions on issues related to the work and management of the Center in accordance with this Regulation and its purpose, b) To discuss and finalize and approve the annual activity report and work program of the Center, c) To submit the decisions taken regarding all programs within the scope of continuous education planned to be organized to the Rectorate, ç) To prepare the scientific, administrative and financial plans and programs of the Center, d) To carry out other activities assigned by the relevant legislation.
Advisory Board
ARTICLE 12 – (1) The Advisory Board is a consultative board and provides its opinions to the Board of Directors. The Advisory Board consists of ten members, three from university faculty members and seven from public and private institutions and organizations that can contribute to the fields of work of the Center, proposed by the Director and assigned by the Rector. The term of office of the members of the Advisory Board is three years. Members who leave their positions before the end of their terms of office are replaced by new members in the same manner. Members whose terms of office have expired may be reassigned. The Advisory Board meets at least twice a year under the chairmanship of the Director. Board members also attend the Advisory Board meetings, which are convened with an agenda prepared by the Board of Directors.
PART FOUR Miscellaneous and Final Provisions
Personnel needs
ARTICLE 13 – (1) The academic, technical and administrative personnel needed by the Center are assigned by the Rector in accordance with Article 13 of Law No. 2547. Repealed regulation
ARTICLE 14 – (1) The Muğla Sıtkı Koçman University Lifelong Learning Research and Application Center Regulation published in the Official Gazette dated 5/6/2005 and numbered 25836 has been repealed. Enforcement
ARTICLE 15 – (1) This Regulation shall enter into force on the date of its publication. Execution
ARTICLE 16 – (1) The provisions of this Regulation shall be enforced by the Rector of Muğla Sıtkı Koçman University. SUNDAY, 28 August 2016 Official Gazette Number: 29815
